EDITORIAL NOTE
Kerzner invented the integrated destination resort — the self-contained world with hotels, casino, golf, water and an arena, built where there was nothing, reached only by deciding to go. Sun City opened on 7 December 1979 in bush that had no roads. Atlantis Paradise Island followed in 1994 out of a bankrupt property, and One&Only after that. He is also the entry in this Library that most requires candour. Sun City was built inside Bophuthatswana, a bantustan declared independent by the apartheid government and recognised by no other state, precisely because gambling and topless revues were legal there and illegal in South Africa. It became a target of the international cultural boycott and a protest record. Kerzner ran it on a non-racial basis and employed thousands of black South Africans in an economy with almost no alternative. Both of those sentences are true, and the register prints both.
1 · THE GUESTHOUSE
His parents sold fruit and vegetables in Johannesburg and saved enough for a small guesthouse in Durban — fifteen rooms. That is where the trade enters the family.
2 · THE ACCOUNTANT
He qualified as a chartered accountant at Wits. **The register should hold that detail against the later reputation for spectacle: the man who built the Palace of the Lost City came to hotels through a balance sheet.**
3 · THE BOXER
He took up boxing at twelve, for self-defence in a rough suburb, and became varsity welterweight champion. He also played with the Johannesburg Symphony Orchestra at the same age. Both facts are in every account and neither is decoration — the career that follows is built on nerve and on staging.
4 · 1962 — THE ASTRA
He left accountancy and bought a small, run-down inn in Durban, turning it into one of the most popular hotels in the area.
5 · 1964 — THE BEVERLY HILLS
He built South Africa's first five-star hotel at Umhlanga Rocks. Two years from a small inn to the top of the national market.
6 · SOUTHERN SUN
In partnership with South African Breweries he built the country's first large luxury group — thirty hotels by 1983.
7 · 1975 — THE HELICOPTER
He saw the site of Sun City from the air: dormant volcanic land north of Johannesburg with no roads and no infrastructure.
8 · WHY THERE
**Bophuthatswana.** The apartheid government had declared the bantustan independent; it permitted gambling and entertainment that were illegal in South Africa. The site was chosen for its legal status as much as its landscape, and the register says so plainly.
9 · 7 DECEMBER 1979
Sun City opened. Fifteen thousand people came to the opening weekend.
10 · TEN YEARS OF BUILDING
Four hotels, a man-made lake, two Gary Player golf courses and an indoor arena seating six thousand. The Cascades followed in 1984, funded by the Johannesburg listing of Sun International.
11 · THE ARENA
Queen, Frank Sinatra, Liza Minnelli, Shirley Bassey and Elton John played it. Sinatra opened the resort officially in 1981.
12 · THE BOYCOTT
The United Nations instituted a cultural boycott of South Africa in 1980 and Sun City became its most visible target — a protest song took its name. Many artists refused to play; enough accepted, and the fees were the reason.
13 · THE OTHER LEDGER
Sun City employed thousands in a region with almost no formal economy, operated on a declared non-racial basis, and trained a workforce from nothing. Roughly 1.5 million visitors a year came from Johannesburg and Pretoria.
14 · THE CANDOUR
**The register does not resolve this and should not.** A resort was built to exploit a legal fiction created by a racist state; it also paid and trained people that state had disenfranchised. Both are facts. An entry that prints only the first is a polemic; an entry that prints only the second is a brochure.
15 · 1994 — MANDELA
Kerzner was asked by Nelson Mandela to arrange the VIP function for the presidential inauguration. That request, from that man, in that year, is part of the record too.
16 · 1994 — PARADISE ISLAND
He made his first major acquisition outside Africa: a bankrupt resort in the Bahamas.
17 · ATLANTIS
Redeveloped into a 2,300-room resort with one of the largest man-made marine habitats in the world and the biggest casino in the Caribbean. The Cove and the Reef later added 1,100 rooms.
18 · THE THEMED WORLD
The Palace of the Lost City — 338 rooms around twenty-five hectares of planted jungle, built to suggest a civilisation that never existed, with a hand-painted lobby ceiling. **This is invented heritage at architectural scale**, and the register should name it as such rather than pretend it is history.
19 · ONE&ONLY
The luxury brand that came out of Kerzner International, in the Bahamas, Mexico, the Maldives, Mauritius, Dubai and South Africa.
20 · 2008 — ATLANTIS THE PALM
A US$1.5bn resort on Dubai's Palm — the model exported to a state that was building its own destination from nothing, which is the same proposition as Bophuthatswana with the politics removed.
21 · WHAT KERZNER CHANGED
He proved that a destination could be manufactured. Before Sun City, a resort went where the demand already was — a coast, a spa town, a capital. Kerzner built the attraction first, in places with no reason to be visited, and made the journey part of the product. **Every integrated resort since — Dubai, Macau, Sentosa — runs his argument.**
22 · WHAT THIS MODEL DOES NOT SOLVE
A manufactured destination has no fallback: it is worth what its attractions are worth, and it is enormously capital-intensive to keep current. It is also politically exposed by construction — a resort that depends on a special legal regime is hostage to the regime, as Sun City was when apartheid ended and the homelands were reabsorbed. And it makes the operator responsible for a whole environment, which is a much larger promise than running a hotel.
23 · KERZNER AND ZECHA
Both are in this group and they are the two poles of resort thinking. **Zecha found a place that already meant something and built the smallest thing it could carry. Kerzner took a place that meant nothing and built everything.** Neither approach is available to the other.

28 · LEGACY
Kerzner is the third code in Part IX and the most difficult one in it. He manufactured demand, invented heritage, and did it first inside a political arrangement that the world was boycotting. The technique outlived the circumstances entirely: the Palm, Macau and Sentosa are Sun City with better passports. **The Library's job here is not to decide whether he should have; it is to record accurately that he did, and what it cost and paid.**
