2 · REGISTRY IDENTITY

The register assigns AlMadani LHL-P-468 and P9-11-46 in Group XI, Authors of Places. The existing institutional anchor is LHL-519 · Royal Commission for AlUla. Existing place and hospitality records around that institution include AlUla Old Town, Hegra, Maraya, Habitas AlUla and Banyan Tree AlUla; these remain separate entries and retain their own architects, operators and histories.

3 · THE ADMISSION TEST

The Library does not admit an office-holder merely because a project is large. AlMadani qualifies only where the record shows a development method: research before building, visitor routes through heritage, investment in local skills and SMEs, conservation rules, hotel partnerships and infrastructure that made a destination usable. The test is therefore the authored system, not seniority. 4 · BEFORE RCU

RCU’s own record describes AlMadani as an entrepreneur before public service and identifies him as a co-founder of National Talents Company. From 2007 to 2017, according to the Commission, the company worked on STEM, giftedness and science-fair programmes. This background matters because education and capability-building later became part of AlUla’s destination strategy, although it does not by itself establish authorship of the public programme. 5 · A COMMISSION IS CREATED

The Royal Commission for AlUla was established in July 2017. Its mandate went beyond tourism promotion: conservation, planning, infrastructure, culture, community development and economic diversification were placed inside one institution. 6 · HERITAGE BEFORE INVENTORY

The governing idea was that hotel inventory should follow an understanding of the cultural landscape rather than lead it. RCU’s current account says its planning works with archaeology, heritage conservation, architecture and master planning together. 7 · THE PLACE IS OLDER THAN THE PROJECT

AlUla contains prehistoric sites, Dadanite and Lihyanite remains, Nabataean Hegra and later Islamic and Ottoman layers. The modern destination programme could therefore not credibly be framed as creating the place from nothing. 8 · A LIVING MUSEUM

RCU’s masterplanning language described AlUla as a living museum. The phrase is useful because it rejects the separation of a museum object from everyday life: archaeology, farms, old neighbourhoods, visitor facilities and new hospitality were planned as parts of one landscape. The master records this as an institutional concept, not as a phrase invented by AlMadani alone. 9 · JOURNEY THROUGH TIME

The Journey Through Time masterplan organised the core historical area into five districts: AlUla Old Town, Dadan, Jabal Ikmah, the Nabataean Horizon and Hegra Historical City. Hospitality, cultural assets and mobility were distributed among them instead of being concentrated in a single resort compound. 10 · A PLAN MADE BY A TEAM

RCU explicitly states that Journey Through Time was developed by Saudi and international experts, supported by scientific studies, AFALULA and the Commission’s advisory board. The master therefore does not treat AlMadani as the plan’s sole designer. His role is executive and institutional authorship: assembling the conditions, partnerships and delivery structure through which the plan could operate. 11 · FIVE DISTRICTS, ONE JOURNEY

The five districts were designed as waypoints on a single visitor journey rather than independent attractions. Their sequence turns chronology into movement: Old Town, ancient kingdoms, inscriptions, Nabataean landscape and Hegra. That arrangement is hospitality at the scale of itinerary design, because where a guest moves and what is encountered between stays becomes part of the product. 12 · THE WADI OF HOSPITALITY

Journey Through Time places a 20-kilometre public realm, the Wadi of Hospitality, through the oasis to connect the five districts. It is more than a branding device: routes, landscape, movement and public space are treated as the connective tissue of the destination. 13 · MOBILITY AS VISITOR EXPERIENCE

The plan includes a low-carbon tram, wadi path, high trails, a Hijaz bike path and scenic road. These systems are transport, but they are also a sequence of experiences. AlMadani’s period at RCU is significant because destination access and storytelling were planned together rather than as separate municipal and tourism tasks. 14 · THE AIRPORT BELONGS TO THE STORY

RCU expanded AlUla Airport’s runway, aprons and terminal capacity from a stated 100,000 to 400,000 passengers annually in the early development phase. The airport is treated in the masterplan as part of the destination programme. For a remote heritage landscape, aviation access is therefore one of the infrastructures of hospitality, not a background utility. 15 · OLD TOWN AS PROOF OF REUSE

RCU’s plan for AlUla Old Town is based on conservation with contemporary use: dining, arts, cultural activity and community life are reintroduced without treating the historic settlement as a new-build themed district. 16 · THE OASIS REMAINS PRODUCTIVE

The masterplan ties hospitality to a living agricultural landscape. Farms, irrigation, date palms and the rejuvenated oasis are not only scenery; they are part of the cultural system visitors encounter. The strongest version of luxury in this model depends on keeping productive land visible rather than clearing it for resort inventory. 17 · NINE KILOMETRES OF OASIS

The 2021 investment material described a nine-kilometre rejuvenated Cultural Oasis and ten million square metres of green and open space. These were planning commitments, not completed outcomes at the time. Their importance here is conceptual: the programme treated landscape regeneration as a destination asset at the same level as cultural attractions and accommodation. 18 · HOSPITALITY KEYS ARE NOT THE FIRST METRIC

Journey Through Time projected more than 5,000 hospitality keys by 2035, but the plan also measured cultural assets, public realm, green space and transport. This wider set of metrics prevents room count from becoming the sole measure of destination success. Future inventory remains future inventory until it opens. 19 · AUTHENTIC LUXURY

In the 2021 investment brochure, AlMadani framed AlUla’s hospitality proposition as a form of luxury bringing visitors closer to culture, heritage, environment and human connection. Because this is his own statement, the master treats it as a declared philosophy rather than an independently proven guest outcome. Its value lies in defining what RCU was trying to make different from conventional resort luxury. The philosophy can be tested against concrete choices: heritage districts rather than a single gated resort; adaptive reuse in Old Town; archaeology-led planning; local scholarships; SME development; nature reserves; and hotel partnerships placed within Ashar and other defined landscapes. Those mechanisms give the language operational content even where experience quality itself remains subjective. 21 · THE FIRST HOSPITALITY PLATFORM

AlUla’s early operating accommodation mixed existing and newly developed formats rather than waiting for a complete mega-project opening. This phased approach allowed the destination to receive guests while larger masterplan elements remained under development. The Library records operating houses separately from plans still on paper.

22 · HABITAS AS A DIFFERENT KIND OF RESORT

Habitas AlUla introduced a low-rise, landscape-dependent lodging format rather than an urban hotel type. Its significance to this card is not that AlMadani designed the property, but that RCU used an operator whose product relied on the desert setting and experience programming. The resort’s authorship remains with its own brand and design teams.

23 · BANYAN TREE AND THE ASHAR VALLEY

RCU’s agreement with Accor and Banyan Tree expanded luxury accommodation in Ashar Valley. AlMadani described the fit in terms of culture, heritage and nature rather than scale alone. The hotel brand remains Banyan Tree’s; RCU’s role was to select, contract and position it inside the destination system. 24 · SHARAAN AND JEAN NOUVEL

RCU’s own announcement gives Jean Nouvel explicit architectural authorship for the Sharaan concept. AlMadani’s quoted role was to frame the project as development that should not compromise AlUla’s history, heritage and landscape. This is precisely the boundary the Library needs: client and institutional brief on one side, architectural authorship on the other. 25 · HEGRA IS NOT A RESORT ASSET

Hegra is Saudi Arabia’s first UNESCO World Heritage Site and predates the modern tourism programme by millennia. It can support visitor demand without becoming a branded amenity owned by a hotel. The master keeps heritage authority, tourism development and hotel operation as separate layers.

26 · RESEARCH BEFORE STORYTELLING

RCU’s development programme commissioned archaeology and scientific work at large scale. AlMadani publicly linked new archaeological findings to the Commission’s responsibility to learn before presenting the place. 27 · INTERNATIONAL EXPERTISE WITHOUT OUTSOURCED OWNERSHIP

AFALULA and other international partners supported planning, archaeology, museums and cultural development. RCU’s own FAQ states that the Journey Through Time plan was developed by RCU experts with support from AFALULA and the advisory board. 28 · THE LOCAL COMMUNITY IS NOT SCENERY

RCU repeatedly places AlUla residents inside the development model through jobs, education, entrepreneurship and public services. This is an important distinction from a resort enclave that imports labour and treats the surrounding settlement only as visual context. Whether outcomes fully match the ambition requires long-term measurement, but the institutional design is documented. 29 · SCHOLARSHIPS AS HOSPITALITY INFRASTRUCTURE

RCU’s international scholarship programme included tourism, hospitality, archaeology, agriculture and other disciplines relevant to the destination. AlMadani described youth capability as part of sustainable development rather than separate social policy. In this model, the future workforce is treated as infrastructure just as seriously as roads or terminals. 30 · HUMAN INFRASTRUCTURE

AlMadani used the phrase human infrastructure when discussing the scholarship programme. The idea is useful because it identifies a long-term operating constraint: a destination cannot become locally rooted if every skilled role must be imported. The scholarship programme is therefore part of the hospitality system, even though it is not itself a guest service. 31 · SMES AS PART OF THE VISITOR ECONOMY

RCU’s 2022 entrepreneurship programme identified emerging local businesses in stargazing, farming, honey, beauty products, soap, events, short-term rental and baking. This is evidence of a deliberate attempt to distribute visitor spending beyond large hotel operators. The Library treats the examples as RCU-reported outcomes, not as an independent audit of business survival. 32 · CONSERVATION AS INSTITUTIONAL MEMBERSHIP

RCU became a government member of the International Union for Conservation of Nature during AlMadani’s tenure. Membership does not prove ecological success, but it documents an institutional attempt to place conservation expertise inside the development programme. The distinction between commitment and measured outcome is retained. 33 · THE ARABIAN LEOPARD

Wildlife conservation became one of AlUla’s visible non-hotel programmes, particularly around the critically endangered Arabian leopard. For hospitality history, the significance is that a destination authority was using ecological restoration as part of the identity and land-management framework of a luxury tourism region. Species recovery itself remains a scientific outcome, not a branding claim. RCU later reopened building permits in parts of AlUla South under a set of development guidelines that included light-touch tourism, subtle connectivity, adaptive reuse, circular-economy thinking and anticipatory design. The programme shows destination authorship extending beyond RCU-owned projects to rules for private building activity. 35 · REGULATION IS PART OF THE GUEST EXPERIENCE

A destination can lose coherence through thousands of small private decisions as easily as through one bad mega-project. Planning standards therefore affect the streets, façades, signage, access and development pressure encountered by visitors. AlMadani’s authorship is strongest when the Commission is seen as regulator as well as developer.

36 · CULTURE BROADENS THE REASON TO STAY

During AlMadani’s tenure RCU developed partnerships in museums, arts, research and film. These programmes enlarge demand beyond archaeology alone and lengthen the potential reasons to visit. The Library does not treat every cultural project as his personal creation; they demonstrate the breadth of the institutional destination platform he led.

37 · FILM ALULA AS AN ECONOMIC EXTENSION

Film AlUla’s studio and production partnerships were presented by AlMadani as a way to create a creative economy and local employment. This sits outside conventional lodging, but it matters to destination hospitality because productions, events and cultural industries create year-round demand and professional traffic. It is included as a supporting system rather than the core admission claim.

38 · THE INVESTMENT BROCHURE AS EVIDENCE OF INTENT

AlMadani signed RCU’s 2021 and 2022 investment brochures. They are unusually useful because they state what the institution believed it was building while the programme was still developing. They are primary sources for intent and milestones, but not neutral proof that every economic forecast or visitor target was achieved. 39 · FROM PROMISE TO OPERATING ECONOMY

By the 2022 investment brochure RCU said that the basic components of an integrated tourist economy were working and cited Banyan Tree’s opening, infrastructure contracts, an international school and health investment. The important change is from masterplan language to multiple operating systems. The master still separates company-reported progress from independent evaluation. 40 · TARGETS REMAIN TARGETS

Visitor numbers, job forecasts, hospitality-key counts and economic-impact projections appear frequently in RCU material. They are useful for understanding intended scale but should never be narrated as completed achievements before the relevant date. This card uses them only where they explain the plan and labels them as projections.

41 · A DESTINATION SURVIVES ITS CHIEF EXECUTIVE

The strongest test of institutional authorship is whether the system continues after the executive leaves. RCU continued publishing masterplan, sustainability and visitor-economy work after AlMadani’s departure. That continuity suggests that his period helped build an institution rather than only a personality-led project. 42 · JANUARY 2024

On 29 January 2024, Saudi Arabia’s Oversight and Anti-Corruption Authority announced AlMadani’s arrest over allegations of abuse of authority and money laundering connected to contracts involving National Talents Company. The allegations are material to a public record of his tenure and cannot be omitted. This master states them as allegations reported by the authority and does not treat them as a conviction. 43 · AN INTERIM SUCCESSOR

Following the arrest, Abeer AlAkel was appointed acting chief executive of RCU. The current RCU website now identifies her as chief executive. AlMadani’s executive authorship therefore ends in January 2024; later RCU projects and results belong to the institution and its subsequent leadership unless evidence specifically connects them to earlier work. 44 · NO VERIFIED FINAL CASE OUTCOME

The reviewed sources establish the arrest, the allegations and the leadership change. They do not establish a final judicial disposition that this master can confidently state. The record therefore stops at the documented procedural facts and avoids speculation about guilt, motive or eventual legal outcome. 45 · WHAT DEMONSTRABLY REMAINS

What remains from AlMadani’s tenure is not a personal hotel brand. It is an institutional architecture: a heritage-led masterplan, a connected visitor route, conservation programmes, hotel partnerships, community training, SME development and the idea that AlUla’s archaeology, oasis and hospitality should be planned together. Those elements continued after his departure. AlMadani belongs in Authors of Places rather than Owners & Builders or Defining Operators. RCU did not function as his private company, and the destination’s hotels retain separate owners and operators. His qualifying work lies in structuring the place around them: rules, routes, institutions, partnerships and development sequence.

47 · THE BOUNDARY WITH POLITICAL AUTHORSHIP

RCU is a state institution and its strategy sits within Saudi Vision 2030 under a board chaired by the Crown Prince. The Library therefore does not credit AlMadani with originating the national policy, sovereign capital or the political decision to transform AlUla. Jean Nouvel, masterplanners, landscape designers, conservation specialists and architects of individual hotels retain their own credits. Executive commissioning can shape a brief, but it is not the same as drawing a building or designing an interior. The distinction is necessary wherever RCU’s institutional voice and a named designer appear in the same project. Habitas, Banyan Tree and other operators brought their own service systems, food and beverage concepts, distribution and brand identities. RCU created the destination conditions and contracted hospitality partners; it did not thereby become the author of those hotel brands. The same rule applies in reverse: a hotel company operating in AlUla did not create AlUla.

50 · ⚑ CANDOUR

The public record strongly supports AlMadani’s role as RCU chief executive from the institution’s formative period through January 2024, the Journey Through Time framework, community and SME programmes, conservation partnerships and hospitality development. Much of the detailed evidence comes from RCU itself and therefore documents institutional intent and self-reported progress rather than independent performance.

⚑ Forecast visitor numbers, hospitality-key counts, job creation and economic impact remain targets unless separately verified. The Journey Through Time plan was created by a broad Saudi and international team, not by AlMadani alone. Hotel, architectural, archaeological and cultural authorship remains with named collaborators and institutions.

⚑ In January 2024 the Saudi anti-corruption authority announced his arrest and allegations of abuse of authority and money laundering.
