1 · WHY THEY BELONG

Radka and Jiří Šmejc belong in the Luxury Hospitality Library because Velaa Private Island is one of the clearest modern examples of owner-created ultra-luxury. The project did not begin with a hotel company searching for a new market. It began with two repeat Maldivian travellers deciding that the private island they wanted did not yet exist. They then supplied the capital, retained the brief, treated the island as a family home and allowed the finished resort to remain unusually close to that personal origin.

2 · WHY THE CARD IS A PAIR

The title is deliberately Radka & Jiří Šmejc, not Jiří alone. Velaa’s own fact sheet describes the island as the passion project of the couple and as their personal home. Pre-opening trade coverage identified Radka and Jiří together as the Czech entrepreneurs who privately owned and managed the project. Radka has also been identified publicly as a Velaa founder and has spoken about direct creative work on island products. The public record supports co- authorship, not a decorative spouse credit.

3 · WHY MICHAL IS NOT IN THE TITLE

Michal Šmejc is essential to the operating history but not to the founding title. He is Jiří’s younger brother, watched Velaa develop from a construction site and became General Manager in 2017. LHL therefore treats him as a defining operator sub-entry. A separate People code would become justified only if his independent operating record is developed beyond Velaa.

4 · OWNER-CREATORS, NOT CONVENTIONAL HOTELIERS

Neither Radka nor Jiří followed the standard path from hotel school to general management to corporate development. Their authorship came from ownership, use and refusal. They knew the Maldives as guests, defined what they believed was missing and financed a purpose-built answer. Professional designers and operators executed the work, but the island’s governing question remained the owners’ question: what would make this place feel complete enough to become home? That is the core test for Group II - Owner-Creators.

5 · 1971 - KARLOVY VARY

Jiří Šmejc was born in 1971 and grew up in Karlovy Vary, one of Central Europe’s great spa and grand-hotel cities. Geography does not prove later hospitality authorship, but it gives his biography an unusual beginning: he came from a place where hotels, thermal culture, visitors and urban identity were visibly intertwined. Velaa would emerge decades later and on the other side of the world, yet the first professional chapter was already adjacent to hospitality.

6 · HOTEL SOFTWARE BEFORE HOTELS

During his studies, Jiří founded a software venture serving hotels and restaurants and then established PUPP Consulting, a company implementing information systems for hotels. Grandhotel Pupp held a stake, and Jiří served as chief executive for two years. This was not luxury-hotel creation, and LHL does not inflate it into a founder myth. It is nevertheless relevant: before he became a financier, he had already encountered the hotel as an operating system rather than only as a guest experience.

7 · MATHEMATICAL ECONOMICS

Jiří studied mathematical economics at Charles University’s Faculty of Mathematics and Physics. The later Velaa brief cannot be derived mechanically from his degree, but the project reflects a systems mind: privacy, capacity, transfer logistics, staffing, sport, wine, wellness and family use were treated as connected constraints. The resort is not minimalist in programme. It is comprehensive, and comprehensiveness requires coordination as much as taste.

8 · FINANCE AS OPERATING DISCIPLINE

Jiří’s main career was built through finance, media, consumer credit and investment. He held a major stake in TV Nova, became a PPF shareholder, led Home Credit businesses and later founded EMMA. That career supplied more than capital. It trained him in scale, control, international teams and measurable performance. Velaa is personal, but it is not amateur. The private dream was supported by the managerial habits of a large-enterprise operator.

9 · EMMA CAPITAL

Jiří founded EMMA in 2012 and remains its majority shareholder. The group’s portfolio has spanned financial technology, consumer finance, energy distribution, e-commerce, gaming, insurance and healthcare. Hospitality is not the group’s central sector, which helps explain Velaa’s position: it is not one asset in a conventional hotel roll- up. It sits outside the logic of a chain and closer to a controlled, long-horizon family project.

10 · PPF - A CLOSED EXECUTIVE CHAPTER

Jiří served as Chief Executive Officer of PPF Group from June 2022 to June 2025 under an agreed three-year term. He then joined the Supervisory Board in July 2025 and stepped down during the group’s April 2026 governance reorganisation. The dates matter because a current hospitality profile should not leave him labelled as the present PPF chief. His continuing relevance to LHL rests on Velaa, not on an obsolete corporate title.

11 · RADKA’S EVIDENCE OF AUTHORSHIP

Radka’s public biography is much less developed than Jiří’s, and LHL does not invent a birth year, career history or equity position. What is documented is enough for authorship. She is named with Jiří in Velaa’s founding story, in pre-opening ownership coverage and in later resort communications. In 2019 she was identified as a Velaa founder while describing how the couple personally worked from the first sketch on a jewellery collection inspired by the island.

12 · THE SHARED MALDIVIAN EDUCATION

Independent reporting describes Jiří as a regular visitor to the Maldives from the early 2000s, while later resort materials consistently frame Velaa as the couple’s shared response to years of travel. Repeated stays became a form of informal research. Their education took place from the guest side of the desk.

13 · THE RESORT THEY COULD NOT BOOK

The founding gap was not simply “more luxury.” The Maldives already contained costly villas, private pools and high service. The missing product was a complete private world: enough space for a family, enough variety for a long stay, enough control to remove friction and enough personality to feel owned rather than programmed. Velaa’s significance lies in converting personal dissatisfaction into a physical brief. The couple built the hotel they had been unable to book.

14 · C. 2009 - THE VISION

Forbes dated Jiří’s private-island vision to roughly five years before its 2014 report. The idea was not initially a portfolio strategy. It was the desire to own an island and then to make the island capable of supporting a demanding family life. This distinction is important. A developer may ask how many villas a site can carry. An owner-creator asks what would make the place worth returning to for years.

15 · THE MOST EXPENSIVE BOTTLE OF WINE

The project’s cleanest origin story begins over wine. Jiří shared the private-island idea with Czech architect Petr Kolář, who later joked that Jiří regarded it as “the most expensive bottle of his life.” The line works because it compresses the whole Velaa model into one scene: friendship, private taste, an apparently casual conversation and a decision that would become a reported nine-figure development. In LHL terms, it is an ideal Story Bank entry because the bottle unlocks the building.

16 · 2010 - THE LEASE

Forbes reported that Jiří acquired a 50-year lease from the Maldivian government in 2010. LHL retains both the date and the lease term as independently reported rather than as a currently published official ownership statement. The distinction matters: Velaa is privately controlled, but “private island” in the hospitality proposition should not be confused with simple freehold. The operative fact is control of the resort and its experience, not an oversimplified land claim.

17 · THE BLANK ISLAND

At the time of the lease, the island was described as bush and papaya fields. Velaa was therefore not a restoration of an existing hotel and not a conversion of somebody else’s architecture. The owners began with a tropical site, a reef, access constraints and a programme. That blankness strengthened their authorship but also enlarged the environmental responsibility: every building, imported material and operational system would be an intervention.

18 · BUILDING FROM SCRATCH

Construction required materials, equipment, planting and specialist work to arrive from outside the island. Forbes reported a development cost of about US$200 million; LHL treats the figure as press reporting, not an audited capital statement. The number is useful only as evidence of concentration. The Šmejcs placed an extraordinary amount of capital into one small resort instead of spreading the investment across a branded collection.

19 · PETR KOLÁŘ

Petr Kolář of ADR is the defining architectural author. Velaa’s official material credits him with the concept and describes an attempt to combine contemporary luxury with intimate Maldivian references. The partnership is central to the record because it demonstrates how owner-creators work: they do not need to draw every plan, but they must choose the architect, set the standard, reject the wrong answers and protect the final coherence.

20 · DELEGATED DESIGN, RETAINED BRIEF

Velaa should not be misread as a building personally designed by the owners. Kolář and ADR retain architectural authorship, while later residences involve Patricia Urquiola and Winch Design. The Šmejcs’ field is the brief and the selection system. They decided that the island should function simultaneously as resort, family home, playground, wine destination, wellness retreat and private refuge. Delegation enlarged the vocabulary without surrendering the governing idea.

21 · THE TURTLE PLAN

Velaa means turtle in Dhivehi. The motif operates at several scales: shell colours and patterns appear in details, while the over-water villas form a turtle-like head when seen from above and the island and jetties suggest the body and flippers. It gives the resort an identity that belongs to its geography rather than to a corporate logo.

22 · “POLITE LUXURY”

Kolář summarised the aesthetic with the phrase “polite luxury” and contrasted it with golden faucets. The expression is more valuable than another superlative. Velaa is expensive and facility-rich, but its intended language is not palace excess. Natural materials, shaded structures, restrained colour and Maldivian references are supposed to absorb the capital rather than advertise it. The ambition is abundance without visual shouting.

23 · PERSONAL HOME AND RESORT

Velaa’s official fact sheet uses a rare formulation: the island was created as both a private island resort and the couple’s personal home. That sentence is the legal centre of the LHL classification. A home has different tests from a hotel. It must work during repetition, accommodate family habits, hold personal objects and remain emotionally legible after novelty disappears. The resort’s commercial strength comes partly from having been tested against those domestic demands.

Velaa officially opened on 20 December 2013. The date places it in a competitive moment for Noonu Atoll, close to the arrival of Cheval Blanc Randheli and within a Maldives already moving from luxury to ultra-luxury. Velaa did not invent the private-pool island resort. Its contribution was to push the owner-created, programme-complete version of the type to an unusually concentrated extreme.

25 · THE OPENING COUNT

Launch-era descriptions require care. Forbes called Velaa a 43-villa resort while also describing five four-bedroom residences; pre-opening trade coverage similarly separated villas from residences. Current material counts the property differently. LHL therefore avoids reconstructing a false original total from incompatible category language. The safe record is that Velaa opened in 2013 with a low-density mix of villas and large residences, and the resort now publishes a total of 47 accommodations.

26 · FORTY-SEVEN HOMES TODAY

The current fact sheet lists 47 villas, houses and residences, 18 of them over water, with a maximum capacity of 134. The category wording matters. Velaa does not present every unit as a hotel room. One-bedroom villas sit beside two-bedroom houses, four-bedroom private residences and a boat-accessed Romantic Residence. The inventory is designed for couples, families and multi-household groups rather than for a single standard guest profile.

27 · RESIDENCES AS SECOND HOMES

The largest current residences reach 1,324 square metres. Nika is credited to Patricia Urquiola and Kuredhi to Winch Design, while the official site calls the residence category “your second home.” This is not incidental marketing. The scale allows several generations, staff, kitchens, gyms, pools and private routines to coexist. Velaa competes not only with other resorts but with the comfort and autonomy of the guest’s own residence.

28 · ONE ISLAND, TOTAL CONTROL

Velaa operates without an external global hotel brand placed over the owners’ concept. That creates unusual control over design decisions, capital expenditure, rate position, operating rituals and future changes. It also removes a corporate buffer. When the product fails, the owner cannot blame a brand standard; when it succeeds, the experience is more directly attributable to the private system that commissioned and operates it.

29 · PRIVACY AS INFRASTRUCTURE

Privacy at Velaa is not only distance between villas. It is produced by transfer choices, separate arrival handling, 24-hour butler service, dense planting, large plots, private pools, a Romantic Residence reached only by boat and the possibility of buying out the entire island. Each layer reduces unwanted contact. The lesson is that privacy is operational and spatial infrastructure, not an adjective placed beside a photograph of an empty beach.

30 · THE COMPLETE-WORLD STRATEGY

Many private islands ask the guest to accept limited choice in exchange for isolation. Velaa tries to remove that exchange. Golf, tennis, padel, water sports, diving, multiple restaurants, wine, spa, wellbeing, children’s spaces, art, fitness and private residences all exist inside one compact geography. The strategic ambition is to make a long stay feel expansive without requiring the guest to leave the controlled world. 31 · GOLF

The short-game golf academy designed by José María Olazábal is the most visible example of personal preference becoming resort infrastructure. A golf facility is difficult and costly on a small coral island, yet it helps Velaa serve guests who would otherwise have to choose between a Maldivian beach holiday and daily practice. This is classic owner-creator logic: do not ask whether the amenity is normal for the destination; ask whether its absence breaks the intended life.

32 · WINE

Wine occupies a similarly structural role. The Tavaru tower combines restaurant, viewpoint and cellar, and launch reporting described the collection as the largest in the Maldives. The point is not the competitive claim by itself. A serious cellar changes the rhythm of repeated evenings and gives the island an interior world as developed as its lagoon. It also returns the story to the bottle of wine with Kolář: wine helped begin the project and became part of its operating identity.

33 · FOOD AND RITUAL

Velaa’s dining brief aimed beyond the functional resort buffet. Restaurants were differentiated by setting and ritual, from beach dining to over-water fine dining and teppanyaki above the wine cellar. The island has changed chefs and concepts over time, so LHL does not attach the founders to every menu. Their authorship lies in deciding that food should be a reason to remain curious during a long stay rather than a service that merely prevents departure.

34 · CHILDREN AND FAMILY SCALE

The family-home proposition required a children’s programme capable of carrying its own days. Current material describes water play, climbing, craft, reading and consistent caregiving, while independent reporting says the owners’ daughter influenced the original design. LHL treats the daughter detail as reported rather than official. The broader conclusion is secure: children were not fitted into an adults-only island after the fact. Multigenerational use was part of the product logic.

35 · RADKA AND JEWELLERY

Radka’s clearest public creative intervention appears in Velaa’s jewellery line. She described the couple as collectors who collaborated from the first sketch on a collection translating the island’s turtle, colours and geometry into wearable objects. This is more than retail. It shows how she read Velaa: not as a generic resort brand but as a visual world with motifs that could move from architecture to object, gift and memory.

36 · CZECH GLASS IN THE MALDIVES

For Velaa’s tenth anniversary, the family introduced a glass collection by Czech artists Rudolf Burda, Lukáš Novák and Rony Plesl. The official fact sheet describes the island as the Šmejc family’s second abode and says the works were chosen both for international distinction and for their connection to Czech glass tradition. The move anchors a Maldivian island to the owners’ homeland without turning the resort into a Czech-themed hotel.

37 · THE ARCHITECTURE OF RETURN

Velaa repeatedly encodes return. Turtles return to the island, jewellery is described as holding a promise of return, residences are framed as second homes and the current website says the heart of the island remembers the guest. This continuity is the deepest expression of the founders’ home idea. A first visit sells spectacle; a second and tenth visit depend on recognition, stored preferences, familiar routes and the feeling that the place has not reset to zero.

38 · THE ISLAND BUYOUT

The entire island can be reserved for one group. A buyout turns Velaa’s original private-home logic into its purest commercial product: 47 accommodations and the resort’s infrastructure become one temporary estate. The option is suited to major family celebrations, private gatherings and guests for whom exposure to unrelated travellers would defeat the purpose of travel. It also reveals how close the resort remains to an exclusive-use estate despite operating nightly inventory.

39 · SERVICE AS FAMILY MEMORY

The current Velaa language describes the butler relationship as family-like care operating quietly in the background. That claim is persuasive only when the service system remembers details across stays. The founder idea therefore places pressure on staff continuity, guest history and communication between departments. A large villa can create physical privacy; only human recognition can create the sense of coming home. 40 · THE OWNER-OPERATOR MODEL

Private ownership does not eliminate the need for professional management. On the contrary, an island with expensive assets, remote logistics and extreme guest expectations requires disciplined operating leadership. The Šmejcs’ strongest decision was not to keep every role inside the family. They retained owner control while appointing general managers and specialists able to convert the brief into daily work. The model depends on a clear boundary between ownership authorship and paid operational authorship.

41 · MICHAL - THE SECOND ŠMEJC

Michal Šmejc is the “second” name the user correctly noticed. He is Jiří’s younger brother and came from the same broader financial-business environment rather than from a conventional hotel career. Before Velaa, his experience included PPF, Generali and Home Credit roles across Asia. He had also known the island from its construction phase, giving him an unusual combination of family trust, product memory and commercial experience.

42 · 2017 - A FAMILY OPERATOR BECOMES GM

Michal became General Manager effective 1 May 2017. His published mandate covered overall resort operation, strategic leadership of on-island and international teams, public relations, marketing, capital and operating budgets and continued elevation of the guest experience. The appointment brought the family closer to the operating centre without changing the founding authorship. Jiří and Radka remained the owner-creators; Michal became the steward charged with making their standard repeatable.

43 · WHAT MICHAL ADDED

Michal’s contribution was particularly visible in commercial discipline and crisis operation. In a 2021 interview, he described maintaining stringent health controls, building testing and quarantine systems and choosing guest experience over discount-led demand. He also linked the result to longer stays, higher categories and repeat business. These are operator achievements. They show why he deserves a substantial sub-entry even though he should not be added to the founders’ title.

44 · 2021 - THE OPERATOR CHAPTER CHANGES

Wayne Milgate joined Velaa’s executive team on 22 March 2021 as the new General Manager, closing Michal’s GM period at 2017-2021. The correction is important because older appointment pages remain searchable and can make Michal appear current. Milgate brought experience from Iniala, North Island and Vomo - properties where small scale, private-island logistics and founder identity also matter.

45 · WAYNE MILGATE AND CONTINUITY

Under Milgate, the public operating language still returns to the founders’ family brief. He has described Velaa as the passion project of Jiří, Radka and their family and has connected staff care to the resort’s “soul.” Current official materials continue to list him as General Manager. The continuity suggests that Velaa did not survive the family- operator transition by becoming more corporate; it professionalised while preserving the home-and-family proposition.

46 · SOUL BEFORE SCALE

Velaa has not been converted into a multi-island brand. Its growth has been qualitative: deeper residences, new wellbeing layers, sport, art, coral work and community programmes. This protects the original concentration. A chain would demand transferable standards and repeated openings. Velaa instead invests in memory at one address. The strategic risk is limited scale; the strategic advantage is that nearly every improvement can reinforce the same place.

47 · EVOLUTION WITHOUT BECOMING A CHAIN

The resort has continued to change after opening. Current materials show redesigned residences, Eveylaa wellbeing, additional sport, a Czech glass gallery, expanded sustainability work and new guest programming. Later designers and operators therefore belong to the record. The founder story should not freeze the island in 2013. Its credibility depends on allowing new authors to work inside a brief strong enough to absorb change without losing identity.

48 · WELLBEING AS A NEW LAYER

Eveylaa wellbeing, the spa, yoga, Pilates, fitness and recovery now form a substantial island layer. Velaa is not classified as a medical-wellness brand and should not be compared directly with SHA or Chenot Palace. The programme enlarges the home rather than redefining the institution.

49 · CORAL RESTORATION

Velaa supports one of the Maldives’ largest coral restoration programmes through a dedicated marine team. Guests can learn with the resident marine biologist and may adopt a coral line. The programme is relevant because the reef is not scenery outside the hotel; it is part of the island’s economic and experiential foundation. Restoration therefore belongs to both stewardship and long-term asset protection.

50 · FEHIKURAMAA

Since 2021, Velaa has led the Fehikuramaa community and sustainability programme across Noonu Atoll. Official material describes work in health, education, waste reduction, environmental awareness and local food production. This expands responsibility beyond the resort boundary. A privately controlled island can easily become socially sealed; Fehikuramaa is significant because it acknowledges that the resort’s home exists within a wider Maldivian community.

51 · SUSTAINABILITY WITHOUT MYTHMAKING

Later environmental programmes should not be projected backwards as though every current system was part of the 2009 brief. The founders’ original concept used natural materials and turtle symbolism, and later communications attribute environmental concern to them. The documented coral and community platforms, however, developed over time under professional teams. LHL separates founding intention from current performance. Velaa’s sustainability record should be evaluated as an operating programme, not as an automatic consequence of owner affection.

52 · COMPARISON WITH SONU & EVA SHIVDASANI

Sonu and Eva Shivdasani turned a personal island philosophy into Soneva and, earlier, Six Senses - a repeatable hospitality system across multiple destinations. Radka and Jiří Šmejc remained more concentrated. Their authorship is one island, one family home and a maximal programme. Soneva’s defining language is intelligent barefoot living and environmental systems; Velaa’s is privacy, completeness, recognition and the ability to live at full scale without leaving the island.

53 · COMPARISON WITH ALEXANDER & CARRIE VIK

Alexander and Carrie Vik also translate private taste, art and ownership into hotels. The comparison is especially strong in Radka’s jewellery and the Czech glass gallery: objects and collections become part of the hospitality world. Vik Retreats, however, spans several geographies and uses art as a recurring portfolio language. Velaa is more singular and more operationally self-contained, with one island absorbing the family’s aesthetic and recreational preferences.

54 · COMPARISON WITH LIZ & PHIL BIDEN

Liz and Phil Biden created The Royal Portfolio by turning family places and highly personal interiors into hospitality. Velaa reverses the chronological direction. It was designed from the beginning as resort and home rather than converted from an existing family property. Both models prove that domestic authorship can outperform abstract brand consistency. The difference is that Velaa’s domesticity is embedded inside a purpose- built Maldivian infrastructure of extreme scale and privacy.

55 · COMPARISON WITH RICHARD BRANSON

Richard Branson’s Necker Island is inseparable from founder personality, private-island ownership and exclusive- use hospitality. Velaa is less celebrity-driven and more fully configured as a conventional bookable resort with large nightly inventory. Branson exports the Virgin personality into an estate; the Šmejcs make their family preferences visible through the product while remaining comparatively private. Velaa’s brand is the island, not the public persona of its owners.

56 · COMPARISON WITH MARLON BRANDO

Marlon Brando imagined Tetiaroa as an environmental, cultural and scientific hospitality system, but The Brando opened after his death through Richard Bailey and Pacific Beachcomber. Radka and Jiří opened Velaa during their own active ownership and continued to use it as home. The Brando’s primary intellectual proposition is low-impact research-led stewardship; Velaa’s is a complete private world. Velaa’s scale of investment is both enabling and dangerous. Capital made possible low density, large villas, specialist sport, serious wine, private transfers and a high staff-to-guest service proposition. The same capital can tempt the historian to mistake expense for authorship. LHL does not admit the Šmejcs because the resort reportedly cost a great deal. It admits them because the money followed a coherent, personal hospitality idea that remains visible in the operating product.

EMMA Capital’s current profile says Jiří founded Velaa and owns three quarters of it. Other public material consistently calls Radka and Jiří the owners or owner-creators, but the exact remaining equity structure is not established in the primary sources reviewed. LHL therefore does not assign Radka a percentage or identify an unnamed 25 per cent holder. Creative co-authorship and legal equity are related but not interchangeable facts.

Their strategic achievement was concentration. Instead of scaling a logo across destinations, they built one island deeply enough to compete with a guest’s own home, club, cellar, gym, family estate and holiday resort at the same time. That concentration creates vulnerability to one geography and one owner system, but it also produces a level of coherence that a diversified corporate portfolio rarely achieves.

A powerful luxury product can begin with refusal: identify the compromises affluent travellers repeatedly tolerate, then design them out of the system. A financier and an architect sit down over wine. The financier describes a private island he cannot yet point to on a map of finished hotels: a place private enough for family life, complete enough for weeks, restrained enough not to feel vulgar and sophisticated enough to remove the compromises of a remote atoll. Years later, after the island has consumed a reported US$200 million, the architect jokes that it was the most expensive bottle of wine in his friend’s life. The hotel began before the drawing - as a conversation about absence.

Radka and Jiří travel repeatedly to the Maldives. Every island solves part of the problem. One has the beach but not the privacy. Another has the villa but not the sport. Another has service but feels generic after the third day. Their answer is not a review and not a complaint. They lease an undeveloped island and build the missing combination themselves. The story is useful beyond luxury: the strongest founder brief often begins with a customer who has become too experienced to accept the category’s normal compromises.

Radka and Jiří Šmejc’s legacy is not a hotel chain and not a public hotelier persona. It is a single Maldivian island whose commercial identity still reads as a family’s idea of home. Velaa demonstrates that owner-created luxury can be large in programme without becoming large in portfolio, and personal without becoming amateur. Its future importance will depend on whether professional stewards can preserve that intimacy when the founding family is less present.
