1 · Position

The press reported on 25 December 2005 that Qatar had launched a 5.5-billion-dollar development north of Doha. Qatari Diar had been formed that year by the Qatar Investment Authority to coordinate the state's real estate. Construction began in 2006 — six years before Qatar was awarded the 2022 World Cup — across 38 square kilometres and nineteen districts, with a tram network of four lines and 25 stations connecting to the Doha Metro.

2 · ⚑ The plan against the outcome

Completion was expected in 2010 with 250,000 residents. By 2018 Qatari Diar reported more than 80 per cent of the infrastructure done; the 2022 census gives 198,600 people. The Library states both figures because this group is full of districts sold on a date, and Lusail is the case where the gap between the announcement and the count is documented on both sides. The city is real and substantially inhabited; it is not what was announced, and it took twice as long.

3 · Why it is in the Library

The Katara Towers — near-circular, modelled on the crossed scimitars of Qatar's emblem — hold Fairmont Doha and Raffles Doha, the first properties in Qatar for either group, and Raffles is an all-suite house billed as the country's first six-star. Both carry *Doha* in their names and stand in Lusail. That is the group's recurring fact stated plainly: a district that has to borrow the older city's name for its hotels has not finished becoming a place.

4 · Candour

⚑ The stadium hosted the World Cup final and the Grand Prix circuit opened in 2021; a district whose global recognition rests on two events is exposed to what follows them, and that is not yet established. Population and completion figures are the developer's and the state's own.
