1 · POSITION

2 · A PARTNERSHIP ESTABLISHED IN FRANCE

MJ Développement was created in 2007 by Ruel and Etchepareborde. A contemporary profile published by Lexpress Property in March 2018 identified Ruel as co-founder and president, and described the two men as friends and business partners. The present corporate account continues to identify both founders as leaders of the French development group. Authorship therefore begins with a partnership, rather than a retrospective claim that one executive alone conceived every project. [1, 2]

3 · ENTERING MAURITIUS

The 2018 profile dates the first Mauritian project to 2014 in Black River, following leisure visits to the island. It also records Jean-Louis Desjoyaux’s participation in the company’s shareholding at that time. This provides a dated account of the enterprise’s expansion, without establishing its current ownership percentages. The Mauritian programme extended a French development business into a destination where holiday use could become part of the proposition sold with a private home. [2]

4 · MARGUERY AS THE FIRST OPERATING RESORT

MJ Holidays dates the opening of its first resort, Marguery Villas at Rivière Noire, to 2017. The developer’s delivery record gives the same year and identifies Nicolas Patureau as architect. The significance lies in what followed construction: the villas became an operating hospitality address. The completed estate supplies a stronger foundation for Ruel’s card than the number of homes marketed or the financial forecasts attached to their sale. Architecture remains Patureau’s credited contribution. [3, 4]

5 · HOMES WITHIN A MANAGED COLLECTION

MJ Holidays describes a mixed pattern of use: some owners live in the resorts, while others make their homes available for managed holiday rentals. Guests receive hotel services within residential accommodation. The business therefore coordinates two kinds of relationship, with homeowners and with travellers. This distinction explains why a development’s total number of residences cannot automatically be read as its available hotel inventory. Participation and personal occupation affect what can actually be rented. [4]

6 · MYTHIC REPEATED THE PROPOSITION

The 2018 profile presented Mythic Grand Gaube as a second application of the resort model. It named Jean-Marc Eynaud as architect and located the scheme on Jean-Pierre Chaumard’s former estate. The developer now records delivery in 2019, while MJ Holidays includes Mythic Suites & Villas in its operating collection. Taken together, these sources connect intention, delivery and continuing hospitality use. They do not require the projected completion date in an early sales article to serve as proof of an opening. 7 · DEVELOPMENT AND HOSPITALITY UNDER ONE GROUP

MJ Holidays is the hospitality brand of MJ Développement, connecting ongoing guest service with development and sales. For the Library, the useful organisational feature is continuity after the transaction. Resort teams deliver the service on which the founders’ proposition depends. [4]

8 · LEGEND HILL BROADENED THE OFFER

Legend Hill Residences & Spa occupies the heights of Rivière Noire near Tamarin, with views towards the lagoon and Le Morne. Its current accommodation offer includes rooms, suites, villas and penthouses, supported by housekeeping and concierge services. The mix makes it a different expression of residential hospitality from a collection of detached rental villas. Private accommodation is combined with facilities that can sustain a complete stay and attract visitors who are not staying overnight. [7]

9 · A PARTNERSHIP WITH HOTEL SPECIALISTS

In his November 2025 interview, Ruel explained the division between MJ Développement’s property expertise and Phoenix Hotel Collection’s hospitality knowledge. He identified Thierry Naidu and Eva Naidu as the relevant partners. This is central to the attribution: Legend Hill’s hotel operation cannot be assigned wholly to the property developer. The partnership brought an existing development capability together with specialist operating experience. The current hotel website names Eva Naidu as general manager. [6, 7]

10 · FROM READINESS TO OPENING

On 13 November 2025, Ruel said Legend Hill’s construction was complete but that the final Tourism Authority authorisation was still awaited. Those statements are his account of the situation, rather than an independent determination of regulatory compliance. LUXE Serendipity subsequently reported an opening on 5 December 2025. The hotel’s current booking and service pages corroborate an operating property. The sequence matters: construction completion, readiness to receive guests and actual hotel opening were separate milestones. [6–8]

11 · GASTRONOMY AND WELLNESS AS SHARED AUTHORSHIP

Legend Hill’s present offer includes Le 1812, B-VIEW and Santosha, with Glenn Viel credited for its culinary direction. The spa operates in collaboration with Cinq Mondes. These names identify specialist contributions to the property’s hospitality character. Ruel’s development role helped assemble the setting and partnerships; it does not confer culinary or spa authorship. References to Viel’s Michelin standing concern the chef’s credentials and should not be read as Michelin awards granted to Legend Hill’s restaurants. [7]

12 · THE PEOPLE BEHIND THE SERVICE

The December 2025 opening report adds operational detail by naming Joël Trejo and Julie Le Gall in the culinary team, alongside Viel, and by discussing the Naidus’ involvement. These credits help move the record beyond a founder’s project narrative. A resort becomes a working institution through people who manage its rooms, kitchens and daily standards. Retaining their names also makes future research possible without allowing the most visible investor or spokesperson to absorb their work. [8]

13 · A DESTINATION BEYOND ITS RESIDENTS

In April 2025, Ruel described Legend Hill’s restaurants and wellness facilities as an offer for people living elsewhere in Mauritius as well as for resort guests. This establishes an intention to make the residential address useful beyond its owners. Editorially, that is an important development in the model: shared amenities can give the property a relationship with its surrounding region. The interview records the intended audience; it does not measure local participation or economic impact. [5]

14 · THE OWNER RELATIONSHIP AFTER DELIVERY

The same interview explains Ruel’s integrated approach through successive services: conception, construction, rental management, property upkeep and possible resale. This is the most direct published account of the business logic behind the resorts. The founder’s claim concerns continuity of responsibility across a property’s use. It should be evaluated through the resulting operating organisation, rather than through advertised returns. The master records the service proposition without endorsing investment performance or reproducing tax promises. [5]

15 · EKÔ SAVANNAH’S PROPOSED EXTENSION

At Tamarin, Ekô Savannah is presented as a further residential resort operated through MJ Holidays. The current operator page describes private-pool villas around a clubhouse, with dining, a pool club, fitness, wellness and workspaces. These are planned facilities in this master. Their combination would give the resort uses beyond a short holiday, including working during a stay and socialising outside the villa. That interpretation follows the published programme; it is not an observation of an operating resort. [9]

16 · KEEPING THE FUTURE DATE EXPLICIT

⚑ As checked on 4 October 2026, MJ Holidays’ dedicated Ekô Savannah page advertises an April 2027 opening. The developer’s project page still gives April 2026 as expected delivery, while the operator’s general history retains a 2026 opening reference. These statements are not interchangeable: delivery may concern property completion, while opening concerns hospitality operations. The sources do not fully reconcile the milestones. April 2027 is therefore retained as the operator’s current forecast, with no claim that the resort has opened. [4, 9, 10]

17 · WHAT THE NEXT PROJECT WOULD TEST

Ekô Savannah’s developer page explicitly joins property management to rental operation. The test for this proposed extension is practical: whether the shared services and management structure function after delivery, through changing patterns of owner occupation and guest use. Plans can show how Ruel and his partners intend to extend the business. They cannot yet provide the same evidence as Marguery and Mythic. The admission case consequently rests on the operating portfolio, with Ekô recorded as a future development. [10]

18 · THE SCALE OF THE AUTHORSHIP CLAIM

The evidence supports co-authorship of an integrated development and hospitality business, followed by its application at several Mauritian addresses. It does not establish that Ruel invented the serviced-villa concept or that the group was the first to introduce it to Mauritius. Nor does repetition within MJ establish an industry-wide influence. Under the Library’s authorship test, the completed programme is substantial evidence; the claim that others independently reproduced the model still requires comparative research.

19 · RELATED PEOPLE

Jean Etchepareborde is the essential co-founder connection and the next scheduled subject, LHL-P-643. The two men are documented as business partners and merit separate cards with shared project credits. Nicolas Patureau and Jean-Marc Eynaud belong to the architectural record. Thierry and Eva Naidu belong to Legend Hill’s hospitality partnership; Glenn Viel, Joël Trejo and Julie Le Gall to its culinary record. These relationships describe different responsibilities, not a hierarchy of personal importance.

20 · ⚑ CANDOUR

⚑ Much of the detailed business history comes from corporate pages or interviews with Ruel. The master distinguishes those accounts from independent reporting and does not treat promotional claims of pioneering status, environmental performance or investment success as proven outcomes. Legend Hill’s reported December 2025 opening is supported by its present operating website, but no regulatory file was reviewed. Ekô Savannah’s inconsistent dates remain explicit. Current shareholdings, individual design decisions and the contractual terms governing each owner’s rental participation are outside the verified record.

21 · ASSESSMENT

Ruel’s strongest contribution is the durable connection between developing a residence and organising its hospitality use. Marguery and Mythic demonstrate that connection in realised places; Legend Hill adds a partnership with experienced hotel and culinary specialists. The resulting portrait is of a co-founder assembling and repeating a residential hospitality programme. Final admission should resolve the named anchors and retain the distinction between proven repetition inside the group and wider influence that has yet to be demonstrated.
