The same 2020 profile identifies bin Sulayem as Jafza’s first chairman when the free zone was founded in 1985. A port and free zone organise the arrival and movement of businesses and goods. A resort district organises a different kind of arrival. The comparison is useful as an editorial lens, but evidence of logistics leadership should not be mistaken for proof that the same person designed the guest experience. In a 2020 interview, bin Sulayem recalled discussions in 1997 about tourism and the need for more coastal property, undertaken with Sheikh Mohammed bin Rashid Al Maktoum. This is an attributed recollection, not a surviving design instruction. It supports an account of a shared development brief; it does not establish sole invention of the island. 5 · EXECUTIVE RESPONSIBILITY
A contemporary Nakheel account published on 3 May 2005 identified bin Sulayem as its executive chairman while Palm Jumeirah was being delivered. That is a dated connection between the person, the developer and the project. It places him on the commissioning and development side of the work. It does not identify him as the architect, marine engineer, landscape designer or operator of every property that later occupied the island. The same account explicitly credited HHCP Design International with the conceptual master plan and associated design work for villas, buildings, Golden Mile and the Village Centre. Such credit changes the narrative. A development brief, a corporate decision and a professional design commission are related acts, but they are not interchangeable. The architectural practice remains visible alongside the developer rather than disappearing into the biography of its chairman. Diar Consult’s project record dates the Nakheel Sales Centre to 2002 and identifies Palm Island Developers as the client. HHCP supplied the concept; Diar records design development, structural and building-services engineering, and supervision. The centre therefore supplies a relatively precise early work in the larger island story. Before a mature hotel district existed, a completed building already received visitors and explained what the reclaimed landscape was intended to become. The centre used models, display panels, a theatre presentation and hospitality pavilions. These were not substitutes for completed infrastructure, but they gave prospective visitors and purchasers a way to understand a place still being made. The interpretive point is practical: hospitality could begin in the presentation of an unfinished destination. Van Oord’s retrospective places the start of its Palm Jumeirah construction work in 2001. Reclamation preceded the resort addresses that later became familiar. The sequence matters because an island master developer supplied a physical platform on which other organisations could commission hotels, homes and visitor facilities. The dredging contractor’s work remains a separate engineering contribution, rather than a technical achievement automatically transferred to an executive biography. 10 · A SHAPE WITH MORE THAN ONE USE
Palm Jumeirah was not one hotel enlarged to the scale of an island. Its trunk, fronds and outer crescent accommodated different programmes. Golden Mile, for example, combined apartments with retail and offices. Reading the island as a collection of related uses is more accurate than treating every building as a resort. A residential address, a commercial frontage and a hotel might share infrastructure without sharing an owner, an operator or an admission policy. WSP’s project account describes roads, bridges, marine works, tunnels and utility infrastructure serving Palm Jumeirah. These systems connect the development before any individual hotel can deliver a stay. Their importance is easily obscured by an aerial image of the island’s outline. The guest encounters a lobby, a room and a beach; the working destination also depends on access, water, power and the routes used by staff and supplies. DSA identifies IFA Hotels & Resorts and Nakheel as clients for Golden Mile and describes its design-development and site-supervision work alongside HHCP. The commission demonstrates why the island should be read at more than one scale. The master developer’s role did not erase the responsibilities of a project partner or a professional practice. Nakheel’s May 2005 account reported sand reclamation as complete while construction of supporting infrastructure and villas continued. That is a construction milestone, not the opening date of a fully occupied destination. Ground formation, utility provision, residential handover and hotel opening occurred on different schedules. Preserving those distinctions avoids assigning a single ceremonial date to a place that became usable through many separate acts of delivery. Kerzner’s 2005 securities filing records an agreement announced in September 2003 to form a joint venture with Nakheel for Atlantis, The Palm. The filing described Nakheel as owned by Dubai’s ruling family. The relationship was corporate, not a declaration that bin Sulayem personally owned the resort. It also connected the island’s development to a hospitality company with its own existing Atlantis product, management expertise and contractual responsibilities. The same filing states that Istithmar assumed Nakheel’s rights and obligations in June 2004. Kerzner’s announcement of 23 June described an expanded scheme with a planned 2,000 rooms. The corporate change and the larger proposal are both historical events. They should not be compressed into an unchanging Nakheel–Kerzner relationship, nor should the proposed room count be carried forward as the inventory of the hotel that actually opened. 16 · OWNERSHIP WAS NOT OPERATION
The June 2004 announcement distinguished a long-term management agreement from a development agreement. Kerzner was to receive management remuneration related to revenue and operating performance, as well as a separate development fee. The arrangement makes the division tangible: investing in a resort, developing it and operating it were different contractual functions. A biography that lists only the investor loses the work needed to turn completed buildings into an operating hospitality business. A letter of 19 October 2005, filed with the SEC and countersigned by Butch Kerzner and Sultan Ahmed Bin Sulayem, addresses bin Sulayem as executive chairman of Istithmar. It records a decision to defer the condominium component while proceeding with the first resort phase, and revises the financing principles after construction costs increased. This is direct evidence of his participation in decisions about scope, phasing and capital. It is not a design credit or proof of personal ownership. 18 · FIRST GUESTS, NOT A PROJECTED OPENING
The opening release for Atlantis, The Palm is dated 24 September 2008 and records 1,539 rooms. That completed hotel should be distinguished from the earlier 2,000-room scheme and its projected completion date. The release gives the point at which the resort began receiving guests, not simply the moment at which an agreement was signed or the island beneath it was reclaimed. Atlantis combined accommodation with Aquaventure, marine attractions, restaurants and retail. Van Oord’s account dates the start of reclamation for The World to October 2003. Its roughly 300 separate islands formed a map-like archipelago rather than a connected residential and hotel coast of the Palm type. That difference affected the development problem. A plot separated by water required its own practical account of access, servicing and use. In February 2008, Van Oord reported completion of The World’s reclamation while also describing further ground-compaction and quay-wall work. The completed object was principally the reclaimed geography. It was not a statement that hundreds of hotels, residences or island communities were receiving users. Distinguishing these stages is especially important at The World, where the visual coherence of the map can conceal very different development histories on individual islands. IHG’s January 2024 agreement concerning Côte d’Azur Monaco Hotel identified The Heart of Europe as Kleindienst Group’s project and set out the voco branding relationship. This later hospitality development belongs to its own developer and operator. It is not part of Seven Tides merely because both operated within The World. The original master developer provided the setting; the later island developer commissioned a particular visitor proposition inside it. Nakheel’s 2005 account already listed Palm Jebel Ali, Palm Deira and The World alongside Palm Jumeirah. This establishes repetition of a development approach within the company’s own portfolio. It does not establish that every announced scheme was completed, or prove that an unrelated developer copied bin Sulayem personally. Contemporary reporting in March 2010 described the financing pressures, project delays and job losses surrounding Nakheel and Dubai World after the financial crisis. Clifford Chance’s account records implementation of Nakheel’s bank restructuring on 24 August 2011 and its legal separation from Dubai World. The adviser described liabilities exceeding US$16 billion across several categories. These were corporate obligations, not bin Sulayem’s personal debt. The restructuring belongs to the institutional history after the change of chairman and helps explain how construction and settlement obligations could be addressed rather than simply erased from the narrative. The adviser’s account describes upfront payments and arrangements for agreed contractor claims, including a sukuk issued during the restructuring. Financing mattered to the work still to be done. A destination could not be completed solely by retaining its original image or master plan; it also required a workable relationship with the organisations owed money. That link between settlement and physical continuation is the relevant hospitality-development lesson, rather than a personal verdict on the former chairman. In January 2020, reporting on Nakheel’s revised board named Mohammed Ibrahim Al Shaibani as chairman and bin Sulayem as a board member. In March 2024, Dubai Holding announced the incorporation of Nakheel and Meydan and the abolition of their former boards. Nakheel’s announcement of 26 August 2024 recorded an AED 810 million marine-works contract for Palm Jebel Ali awarded to Jan De Nul. It documents a later stage in another island’s development, under a different governance setting. A contract award is not an opening, and the release does not establish a personal commission by bin Sulayem. The corporate programme continued beyond the period of his original Nakheel chairmanship. The Royal Amwaj development entered operation as Anantara The Palm Dubai Resort in 2013. Anantara’s September opening release supplies contemporary evidence of the operating resort, while Seven Tides’ later history preserves the development name. Seven Tides dates the Dubai DUKES opening to 2017. In May 2025, Minor Hotels announced a management agreement for the existing resort and serviced residences, effective by 1 August. The February 2023 opening release for NH Collection Dubai The Palm described 226 hotel rooms and suites together with 306 studios and apartments.
