Sheikh Mohammed bin Rashid Al Maktoum's hospitality authorship is expressed through commissioning and institution-building in Dubai. Jumeirah provides the principal anchor: a hotel enterprise linked to a larger programme of destination development. The relevant work is the setting of direction and the creation of organisations able to act on it, rather than personal authorship of every building or service. [1, 4]
2 · MAKING ARRIVAL POSSIBLE
Emirates records that in 1984 he asked Maurice Flanagan to investigate establishing an airline. Its first services followed in October 1985. That sequence links political sponsorship with professional execution. For hospitality, air access was part of the destination's infrastructure: hotels needed a means of connecting Dubai with travellers well beyond the immediate region. [2]
3 · A RECOGNISABLE DESTINATION
Jumeirah's architectural account places the Burj Al Arab commission under Sheikh Mohammed's direction while naming Tom Wright as its architect. The hotel opened in 1999, following Jumeirah Beach Hotel in 1997. Their distinctive forms made accommodation part of Dubai's public image, with the architectural task carried out by identifiable designers and project teams. [1]
4 · GIVING GROWTH AN INSTITUTION
Dubai Holding's 2004 launch announcement attributes its creation to his directive. Jumeirah International joined the organisation that December. These events show how individual projects were placed within a larger business structure, providing an institutional setting for subsequent expansion. The hospitality programme depended on such organisational decisions as well as the visible construction of landmark hotels. [3, 4]

⚑ Official and company histories foreground leadership and ambition. They establish particular commissions and decisions, but cannot assign the entire making of Dubai to one person. Architects, executives, public agencies and workers remain necessary participants.
