NEOM enters the hospitality story as a developer assembling destinations, partnerships and the people needed to operate them. Its hotel division's published work includes agreements with international operators and culinary training for local students. 2 · THE OPERATOR HAS A SEPARATE TASK

The 2023 announcement of a Four Seasons project at Sindalah identifies NEOM's Hotel Development division alongside the hotel company. The agreement illustrates the division of work between creating a destination and supplying an operating identity. It is evidence of a development relationship; the announcement alone does not establish that the proposed hotel subsequently opened. [1]

3 · TRAINING PRECEDES RECEPTION

NEOM's 2023 social responsibility report describes a culinary programme with ZADK Academy for students from the NEOM and Tabuk communities. Its curriculum combines culinary and pastry skills with language and communication, while internships provide experience in professional kitchens. This is hospitality development at the level of working capability: a destination needs people able to receive and feed visitors. [2]

4 · WHAT THE SINDALAH OPENING ESTABLISHES

On 28 October 2024, NEOM announced Sindalah's official opening and explicitly described its first visitors as invited guests. That is a documented occasion of reception. It should be read at that scale: an opening event and the arrival of guests demonstrate something different from unrestricted public access or the full operation of every planned hotel on the island. ⚑ This entry records the developer's documented activities rather than offering a catalogue of completed NEOM resorts. Proposed buildings, operator agreements and opening ceremonies carry different evidential weight. The cited announcement does not establish today's booking availability.
