1 · Position
Nasser bin Masoud Al Sheibani's hospitality contribution lies in the development and stewardship of Al Mouj Muscat, a waterfront destination combining homes, hotels, retail and leisure. He joined the organisation in 2007 and subsequently became chief executive. His departure was reported in April 2026. The appropriate subject is the executive leadership of a mixed-use destination, with its many owners, operators and professional teams, rather than personal authorship of every hotel within it. [1, 3]
2 · Financial formation
The Oman Business Forum biography records a finance degree from Sultan Qaboos University and experience across property development, hotels, banking, and oil and gas. It identifies him with the first cohort of the National CEO Programme and notes his service as Al Mouj's chief financial officer from 2014. Finance and asset management provide the clearest documented route into his later destination leadership; the biography does not establish a conventional hotel general manager's career.
3 · Becoming chief executive
Oman Observer's appointment report, published on 7 May 2017, states that Al Sheibani had served as chief financial officer and then acting chief executive before his appointment as CEO. This contemporary sequence is more precise than treating his entire period at Al Mouj as a chief executive tenure. Later retrospective accounts use 2015 as the starting year. That difference may concern acting versus confirmed responsibilities, but the available records do not conclusively reconcile it. [1, 3]
4 · An integrated destination
Forbes Middle East's 2024 profile describes Al Mouj as a joint venture between Majid Al Futtaim, OMRAN Group and Tanmia, established in 2006. Its marina, golf course, retail and residential community make it more than a cluster of hotels. For LHL, the significance is the relationship among these uses: a visitor can encounter a functioning district around a hotel, while residents support services that also serve travellers. This is an interpretation of the documented mix, not a measured economic-impact finding.
5 · Mysk and the limits of attribution
Shaza's Mysk Al Mouj grand-opening release explicitly thanks Al Sheibani for supporting the hotel and its development. It also names Golden Group Holding as the hotel's owner and credits Shaza's leadership. This is unusually useful evidence because it specifies his connection while preserving other contributors. Supporting a hotel within a master development is consequential, but it does not make the destination's chief executive that hotel's owner, architect or operating general manager.
6 · Kempinski within the community
Kempinski's own hotel description locates its 310-room-and-suite Muscat property within Al Mouj, close to the marina. The hotel supplies a distinct branded hospitality experience inside the wider destination. Its setting helps explain why Al Sheibani's work belongs in a hospitality library even where his responsibilities were corporate and urban in scale. The property record establishes the relationship of place; it does not by itself allocate personal responsibility for the hotel's design or operating standards.
7 · St. Regis and separate development roles
The St. Regis Al Mouj Muscat Residences media centre records the resort's June 2024 debut through an announcement by Alfardan Group and St. Regis Hotels & Resorts. This later addition demonstrates the destination's capacity to accommodate another hospitality proposition during Al Sheibani's leadership. The announced parties retain their own development and brand roles. A shared place name should never be used to merge the destination company and each hotel's ownership or management into one entity.
8 · Service after the property sale
Al Mouj's announcement of a Savills partnership describes an operating office within Al Mouj Walk, providing leasing, resale, property management, valuation and advisory services. Al Sheibani linked the arrangement to convenience for residents and investors. Such provision extends stewardship beyond construction and initial sales. It is relevant to the lived experience of a destination, although the announcement alone cannot establish whether the partnership improved satisfaction or financial performance.
9 · Marine infrastructure and care
An Al Mouj announcement records the installation of seabins in the marina and quotes Al Sheibani on protecting the coastline. It also describes a Haejoo artificial reef installed in 2014, before the confirmed CEO appointment reported in 2017. These are examples of infrastructure and environmental initiatives associated with the destination over time. The source is a corporate account, not an independent ecological assessment; its wider claims about biodiversity improvement should remain attributed rather than treated as settled outcomes.
10 · Scale without sole credit
Forbes's 2024 profile lists a resident population of 8,000, a 400-berth marina and 120 retail units. These figures are a dated description of the destination, not current operating guarantees. They indicate the range of assets and users that executive management had to coordinate. They should not become a personal scorecard: Al Mouj predates Al Sheibani's chief executive appointment, and its development involved shareholders, staff, contractors, hotel partners and successive phases of investment.
11 · Leadership transition
On 13 April 2026 Muscat Daily reported that Al Sheibani had stepped down and that the board had appointed chief financial officer Ahmed Al Massan as acting CEO. The report credits a long association with the project beginning in 2007. This establishes the end of the leadership chapter examined here. Historical pages still identifying Al Sheibani as CEO are evidence of their own period; they do not override the dated transition report.
12 · Placement and anchor
XI Capital, patrons, place-makers is retained from the supplied queue because the documented contribution concerns a destination rather than a single hotel's daily operation. The queue marks the anchor as absent. Al Mouj Muscat is recommended by name, with its registry identity to be resolved before final admission of this People entry. Mysk Al Mouj, Kempinski Hotel Muscat and The St. Regis Al Mouj Muscat Resort are useful related house records, with their own ownership and operating histories preserved.
Editorial note — ⚑ Contemporary appointment reporting and Forbes date the confirmed CEO appointment to May 2017; the April 2026 transition account says 2015. This master presents the discrepancy and the documented acting-CEO stage without inventing an exact reconciliation. The departure is dated by the April report, not by later reposts. No new anchor code is assigned. Corporate environmental and service claims are distinguished from independently assessed outcomes. Birth details, private ownership interests and his next appointment were not established. The card does not claim that he founded Al Mouj or personally created every part of it.
