Regions Group, ГК «Регионы», is a Moscow property developer. Kommersant, republished by Retail.ru in May 2014, says it was founded by Zelimkhan Mutsoev, a State Duma deputy, and owned by his sons Amiran and Alik Mutsoev, his brother Amirkhan Mori and a family friend, Alexander Karpov. It gave the portfolio as 1.3 million m². Vedomosti, in April 2021, named the owners as Amiran and Alikhan Mutsoev and Amirkhan Mori. The group's trade is shopping centres. It is admitted here for Dream Island and for the hotels it plans beside it. [1,2]
Shopping Centres First
In 2008 Kommersant described «Регионы» as the developer behind the «Июнь» shopping centres, with an $800 m budget that included a planned chain of furniture centres. The Mytishchi «Июнь» alone is 178,000 m². By 2021, Vedomosti counted 22 «Сибирский городок» centres in the regions and seven «Июнь» centres, along with a wheel at VDNKh and plans for Dream Towers. It placed the group fifteenth in Forbes's "Короли рынка недвижимости" list, with rental income of "$120 млн". The same report dated a Moscow court's order of 8 April 2021 opening insolvency supervision of ООО «ТРК-Красногорск», owner of the Krasnogorsk «Июнь». [1,2,3]
From DreamWorks To Dream Island
On 7 February 2013 Retail.ru reported the group's plan for three DreamWorks Animation parks, St Petersburg first, then Moscow and Yekaterinburg, all by 2015. None was built under that name. By November 2015 the City of Moscow was describing a park in the Nagatinskaya floodplain with "гостиничный комплекс на 410 номеров". Interfax, in May 2016, named «Регионы Энтертейнмент» as developer of «Остров мечты». It gave the indoor park as about 264,000 m², with entertainment, retail and hotel space, more than 50 bn roubles of investment, and an opening planned for 2018. [4,5,6]
The park opened on 29 February 2020. Wikipedia gives about 100 ha in all, a 300,000 m² main building, $1.5 bn invested and a 37 bn rouble loan from VTB. It credits the development to "the company Regions". In April 2025 Retail.ru described Amiran Mutsoev as chairman of the board of the «Остров Мечты» holding, which has nine lines of business, from concert halls to an IT arm. [7,8]
Hotels Planned, Not Open
On 10 July 2024 Abnews reported a 600-room hotel complex for the floodplain beside the park: a three-star hotel of 314 rooms and a four-star hotel of 286, with a spa and pool and more than 2,700 m² of conference space. Bank DOM.RF was lending 8.2 bn roubles under the state's preferential tourism programme. Yandex Travel, on 11 July 2024, gave the same room counts and said both would open "к 2027 году". Neither report names the developer, a brand or an operator. [9,10]
